Shannon Taylor is an attorney, prosecutor, and Democratic candidate running for Congress in Virginia's 1st Congressional District. A native of Charlottesville, Taylor graduated from the University of Virginia and the University of Richmond School of Law before working as a prosecutor in Richmond and serving as a special assistant in the U.S. Attorney's Office. In 2011, she became the first woman elected as Henrico County's Commonwealth's Attorney and has since been reelected three times. Over 25 years as a prosecutor, she has built a 90% conviction rate in homicide cases.
Taylor is running to unseat Republican incumbent Rob Wittman, who voted for the largest Medicaid cuts in history — slashing health care for more than 23,000 people in VA-01 and putting rural hospitals at risk of closure. Cook Political Report and Inside Elections have both recently shifted their ratings in Taylor's direction, citing the strength of her candidacy. VA-01 is a must-win seat for a Democratic House majority in 2026.
