Elaine Luria (VA-02)

Elaine Luria is a former Navy commander, former congresswoman, and Democratic candidate running to reclaim Virginia's 2nd Congressional District. A graduate of the United States Naval Academy, Luria spent 20 years serving as a nuclear-trained surface warfare officer, commanding a combat-ready unit of 400 sailors before retiring as a commander in 2017. She was among the first female American sailors to spend her entire career on combat ships.
Luria was first elected to Congress in 2018, defeating Republican incumbent Scott Taylor, and served two terms before narrowly losing to Republican Jen Kiggans in 2022. In Congress, she passed legislation providing three cost-of-living increases for veterans, helped lower health care and prescription drug costs, and co-led the PACT Act — the most significant expansion of veterans' health care in a generation. VA-02 is one of the most competitive districts in the country — in 2024, Harris and Trump each received 49% of the vote there. VA-02 is a must-win seat for a Democratic House majority in 2026.
