How Sam Is Delivering for Our District

In a Congress that's been called the least productive in decades, Sam has spent his first term proving that pragmatic, bipartisan progress is still possible. He came to Washington with a focused mandate — bring down the cost of living, defend democratic institutions, and deliver tangible results for the Peninsula, Silicon Valley, and the Coastside — and he wasted no time. He authored the BUILD Housing Act and led a five-bill housing package, including the RESIDE Act, the UNLOCK Act, the Unlocking Housing Supply Through Streamlined and Modernized Reviews Act, and the Property Improvement and Manufactured Housing Loan Modernization Act, all aimed at accelerating the construction and rehabilitation of affordable homes. He brokered a bipartisan ADA tax extension that broke a long-standing stalemate over health care policy, and he signed on as an original cosponsor of landmark stablecoin legislation that passed the House and was signed into law.

Sam's leadership extended well beyond individual bills. In July 2025, he spearheaded the New Democrat Coalition's first-ever Innovation Agenda — a policy framework for keeping America competitive in the technologies, industries, and jobs of the 21st century. He helped pass a bipartisan funding bill that brought more than $3.2 million home to California's 16th District, strengthening coastal resilience, growing the innovation workforce, and bolstering local public safety. His office returned more than $3 million owed to district residents through constituent casework, and he launched two major regional initiatives — the Wildfire Resilience Partnership and the Partnership for the Coastside's Future — to coordinate the long-term work of protecting homes, jobs, and ecosystems along the Peninsula and the coast.

It's the kind of record Sam ran on: results over rhetoric, partnership over partisanship, and a relentless focus on the issues that actually shape people's lives. There's much more work ahead — and Sam is just getting started.

Housing Affordability

Accelerating Housing Construction

  • Leading/co-leading five bipartisan housing bills to accelerate the construction of affordable and market-rate housing as part of a larger housing package expected to receive a House Floor vote.

  • Introduced additional bipartisan housing legislation focused on cutting red tape, modernizing reviews, and increasing housing supply.

  • Authored the RESIDE Act to help convert vacant office buildings into affordable housing opportunities.

Protecting Families from Homelessness

  • Led dozens of Members of Congress in successfully opposing proposed changes to the federal Continuum of Care program that would have pushed thousands of extremely low-income families into homelessness.

  • Secured federal funding for local affordable housing and homelessness reduction projects throughout the district.

Lowering Costs for Working Families

Reducing Health Care Costs

  • Introduced the Fix It Act, the only bipartisan ACA premium tax credit extension designed to lower health insurance premiums while saving taxpayer dollars.

Fighting Cost Increases

  • Introduced the bipartisan PACE Act to reduce bank and financial transaction fees for consumers and modernize payment systems.

  • Supported efforts to eliminate cost-inflating tariffs that raise prices for consumers and businesses.

Delivering Direct Results for Constituents

  • In 2025, resolved more than 1,400 constituent service cases across the district.

  • In 2025, helped return more than $3.4 million to residents across the district.

Innovation & Economic Competitiveness

Building a Pro-Innovation Agenda

  • Founded Innovation for Good to expand a pragmatic, pro-innovation coalition focused on solving major national challenges.

  • Crafted the Innovation Agenda, later adopted by the largest caucus in Congress-- the 115-member New Democrat. Coalition.

  • Convened bipartisan forums with leading voices in artificial intelligence, including Jensen Huang, Dario Amodei, and Sam Altman.

Strengthening America’s Workforce & Innovation Economy

  • Introduced the bipartisan Keep Innovators in America Act to help retain highly skilled international talent educated in the United States.

  • Drafted legislation to encourage partnerships between employers, community colleges, and universities to prepare workers for AI-driven industries.

  • Advanced proposals to incentivize renewable energy and battery investments supporting data centers and advanced manufacturing.

Climate, Infrastructure & Resilience

Protecting Communities from Climate Risks

  • Established the Wildfire Resilience Partnership to accelerate wildfire prevention and infrastructure investment across the district.

  • Launched the Partnership for the Coastside’s Future to coordinate local climate resilience and infrastructure planning.

  • Advanced efforts to reduce wildfire-related property insurance costs through fire safety investments and regional coordination.

Securing Federal Investments

  • Secured tens of millions of dollars in federal funding for affordable housing, infrastructure, homelessness reduction, and public safety projects across Silicon Valley and the Peninsula.

Defending Democracy & the Rule of Law

Standing Up to Corruption & Abuse of Power

  • Authored H.R. 1712, the MEME Act, to prevent elected officials from profiting from cryptocurrency schemes and other financial conflicts of interest.

  • Introduced H.R. 3454, the Protect Our Constitution and Communities Act (POCCA), to prevent unconstitutional withholding of congressionally appropriated funds.

  • Introduced H.R. 4998, the SUN Act, to address unlawful military deployments in American cities.

  • Introduced H.R. 6533, the Military in Law Enforcement Accountability Act, to strengthen protections against improper military involvement in domestic law enforcement.

Protecting Constitutional Rights

  • Advocated for voting rights, reproductive freedom, and protection of Social Security, Medi-Cal, and CalFresh funding.

  • Opposed cuts to healthcare and food assistance programs impacting working families and seniors.

  • Introduced 13 bills during his first year in Congress, attracting more than 250 bipartisan cosponsors.
