How Sam Is Delivering for Our District
In a Congress that's been called the least productive in decades, Sam has spent his first term proving that pragmatic, bipartisan progress is still possible. He came to Washington with a focused mandate — bring down the cost of living, defend democratic institutions, and deliver tangible results for the Peninsula, Silicon Valley, and the Coastside — and he wasted no time. He authored the BUILD Housing Act and led a five-bill housing package, including the RESIDE Act, the UNLOCK Act, the Unlocking Housing Supply Through Streamlined and Modernized Reviews Act, and the Property Improvement and Manufactured Housing Loan Modernization Act, all aimed at accelerating the construction and rehabilitation of affordable homes. He brokered a bipartisan ADA tax extension that broke a long-standing stalemate over health care policy, and he signed on as an original cosponsor of landmark stablecoin legislation that passed the House and was signed into law.
Sam's leadership extended well beyond individual bills. In July 2025, he spearheaded the New Democrat Coalition's first-ever Innovation Agenda — a policy framework for keeping America competitive in the technologies, industries, and jobs of the 21st century. He helped pass a bipartisan funding bill that brought more than $3.2 million home to California's 16th District, strengthening coastal resilience, growing the innovation workforce, and bolstering local public safety. His office returned more than $3 million owed to district residents through constituent casework, and he launched two major regional initiatives — the Wildfire Resilience Partnership and the Partnership for the Coastside's Future — to coordinate the long-term work of protecting homes, jobs, and ecosystems along the Peninsula and the coast.
It's the kind of record Sam ran on: results over rhetoric, partnership over partisanship, and a relentless focus on the issues that actually shape people's lives. There's much more work ahead — and Sam is just getting started.
